Follow the online tutorial to set Windows update to open automatically, still useless. After that I tried the dism still appear error code 0x800F081F.

Please try downloading these three .NET Framework 3.5 CAB files from uupdump. https://uupdump.net/findfiles.php?id=7c770de4-fea9-47d7-a9eb-40cec792977a
Move then to a folder, say C:\sxs.
Run DISM mentioning c:\sxs as the source.
dism /online /enable-feature /featurename:NetFX3 /All /Source:C:\sxs /LimitAccess
If nothing helps, please repair install Windows 11 via Settings.
Launch Settings > System > Recovery. Under "Fix problems using Windows Update", select "Reinstall now."
What is the difference between these cab files and under Windows11 ISO directory \sources\sxs?

19041 is Windows 10.
So, you may try the Uup cab file. Or run the repair installation, which should fix the CBS issues.
If you have the Windows 10 ISO, you could also try that to see what happens.
