Given the fact that your Windows is still running, your best bet is to reset Windows using an installation media. You'll be able to choose whether you want to keep personal files and apps, or nothing.
Take a USB key with a minimum capacity of 8GB. Plug it into your PC. Make sure it's empty, because all the contents of this key will be deleted when the media is created.
Download the latest Media Creation Tool here : https://go.microsoft.com/fwlink/?linkid=2156295 and open the mediacreationtool.exe file you've just downloaded.
Follow the steps, and when you're asked to, create a USB flash drive.
Select the USB key you're plugged into the PC in the beginning.
Once done, you should have a USB key with a copy of Windows 11 inside. Close everything that's open on your PC, and launch the setup.exe file, located at the root of the USB drive.
Follow the steps. At some point, you'll be asked to “Choose what to keep”. Select the option that suits you best.
Click on “Install” and wait for the process to complete.
