Can't delete files because they are open in COM Surrogate

So I've just started having a problem where sometimes deleting files and folders will result in this dialog appearing, or "the folder cannot be deleted because it is open in another program." Why is this happening?

I hope I don't have a virus looking through my stuff or something.

    All i did was restart the computer and problem goes away

    So, you have to KILL AN APP to delete a file???

    And EVERY SINGLE TIME I open an image file, then close it, some other BROKEN ROGUE APP is still sniffing it, and keeps it locked??

    I am having to do this OVER AND OVER again!!!

    WHY IS THIS SYSTEM TURNING TO MORE SHI!T EVERY TIME YOU RELEASE AN UPDATE???

    It's the best answer for technical people who tolerate Microsoft GARBAGE.

    The "COM Surrogate" just means the broken app is hiding behind the COM interface, so you don't really know which app is JUNK.

    Here's a clue: It's most likely a Microsoft product.

    Here's another clue: It IS the Microsoft Photos app.

    (Kill the COM surrogate. double click an image. It opens in Photos. The COM surrogate is back and won't go away)

    As usual, they release something and make is WORSE.

    These are INCOMPENTENT Microsoft developers who don't even know know how to use their own COM interface spec.

    Will they realize it's DEFECTIVE and fix it?

    Here's a clue: Nope... Never.
