Can you open the SQL Server Configuration Manager and check whether there is any SQL Server service running. I saw that three Database Engine Services with sql server 2019 developer edition have been installed on your machine from the summary file you posted. it can be seen from the summary file that you are now installing the sql server 2019 express edition.

2021-05-24T20:59:39.793+00:00 In the same folder as summary.txt. Or more precisely C:\Program Files\Microsoft SQL Server\150\Setup Bootstrap\Log where there is a folder for each setup attempt.
I did not spell this out, as I had already mentioned details.txt in relation to a folder.

2021-05-24T21:03:44.21+00:00 So you have five instances of the Database Engine installed, but none of them are running, despite that they are set to start automatically. But I don't know if this because they failed to start, or if you have stopped them.
You also have one instance of Analysis Services, which is running. There is also once instance of the Telemetry service; running.

Please confirm that these SQL Server engine services(SQL Server(MSSQLSERVER01),etc) indeed cannot be started from SQL Server Configuration Manager or Services.
And you said that you can't see the Errorlog file in the folder created by default during the installation of these SQL Server instances, such as C:\Program Files\Microsoft SQL Server\MSSQL15.MSSQLSERVER01\MSSQL\Log.
If so, then these services have not been successfully installed, so they cannot be started. You need to uninstall these failed installations.
First please try to delete the installed instance by double-clicking or right-clicking on Microsoft SQL Server 2019 (64-bit) from Control Panel -> Programs and Features. If you cannot see the installed instances in the program. Then you need to refer to this article to manually uninstall SQL Server.
When reinstalling SQL Server, you need to temporarily disable any antivirus software, and sometimes even uninstall them. And click the setup.exe file and select "Run as administrator".

2021-05-26T00:18:34.2+00:00 I was able to uninstall previous instances(through Control Panel). However, I was not able to delete the SQL server program files in C drive. (C:\Program Files\Microsoft SQL Server)

After successfully uninstalling these installed SQL Server instances in the control panel, the directories related to it under the C drive by default have also been automatically deleted. Currently, only the relevant directory of SSAS exists, because you have not deleted the SSAS service installed on your computer.
