Java won't Install on my Windows 11

I am trying to Install Java version 8 on windows 11 to add mods to Minecraft and every time it says It installed it, it doesn't work and when I click on it it brings me to the install popup to install it again. There is no error screen and it opens the install popup like it never installed in the first place.

The only antivirus I have is Windows defender

I have tried:

-Restarting my computer

-Downloading the offline version (which did the same thing)

-Uninstalling it with the Java uninstall tool and reinstalling it

-Using the Java uninstall tool to check for old versions of Java

-Allowing it through firewall

-Temporarily turning off firewall

-Excluding it from Microsoft defender

-Temporarily turning off Microsoft defender/real-time protection

-Running Java as an administrator

-Using the command prompt thing to check if it installed correctly

-Using the disk cleanup for Windows to clean out unused things

-Checking event viewer to see if anything was stopping it from installing (although I'm not sure I did it right)

-Calling the Microsoft tech support number (I was answered by a robot and when it asked me what the problem was I said "I can't install Java" and it heard "I forgot my password" and told me to go to a website before hanging up on me. When I tried to call back it would just tell me to go to a website for help with my password and hung up on me before I could ask for help.)

No matter what I tried it wouldn't install and I can't find anything online on what else I can do to fix the issue.

    In your description, when you try to install Java 8, when you start it after installation, it opens the installation window again and asks you to repeat the installation.
