Windows not recognizing digital pinball table buttons as controller or external USB devise.

I am connecting my At Games Legends Pinball digital pinball machine to my windows pc for Windows to recognize the buttons on the pinball machine as a game controller via USB. However, I have no control of the buttons and don't see the pinball table as a game controller or external USB devise in devise management or joy.cpl. I have tried different new USB cables, I have tried unplugging and plugging back in. I searched for game controller drivers; Windows says, "Best drivers are installed". I have full control of the buttons using Steam, but not natively from Windows. How can I fix?
