Excel unable to edit in Sharepoint

Excel was creating in desktop excel and drag to Sharepoint, all set to editable by the owner or whoever has the link however when open in the Sharepoint is still show "view only".

How to I change it to editable? So my colleague all can edit.

    Does the issue occur on the excel online or the client?

    Make sure that users have appropriate permissions for these files, such as "contribute" or "edit".

    Please create a brand new library, upload these files to it, compare the results, and post it back.
