After opening Configure Java on my PC, the Java Control Panel application loses its color and becomes yellow or dark, or the contrast becomes high. I have JDK 22 installed and JRE 8 installed. This issue affects my Logisim (logisim also becomes yellowish/random color) since it needs a minimum JRE of 1.5 to run.

Same issue here, Windows 11 and installed latest Java 8 (JRE) and JDK 22. I also have some Javas within my Unity packages, not sure if it affects it too. Google Play Games for PC gets the same color glitches as Java panel.
Edit: turns out it was actually Nvidia RTX Vibrance ON. Some apps like Google Play Games or Java Panel don't like that setting... Turning it off fixed the issue.
I don't think you will find a solution, you could try the Oracle forum/website to see if anyone there may have a workaround, because it is not a problem with your Windows installation causing that if you are not experiencing any problems with the other software installed on your PC.
