Windows 11 RasClient Error 789

A few computers at our company are unable to connect to the built-in VPN that's setup on every machine.

In the Event Viewer, they receive a RasClient error with error code 789.

I've tried:

  1. Updating the computer, using Windows updates & Dell Command Updates.
  2. Removing the WAN miniports
  3. Restarting any service that has to do with remote desktop, IPSeC, L2TP, etc.
  4. Removing the VPN completely & re-installing

I've seen this happen on both Windows 11 & Windows 10 machines.
I know the VPN is setup correctly since I'm able to connect to it as well as a majority of other users.

The only recent fix I could find for this was someone saying they just reset the entire computer & then it started working.

Has anyone else dealt with this issue without having to reinstall the OS.
