Error code 0x80070660

I keep gettiing the error 0x80070660 when attempting to download "Microsoft .NET SDK 8.0.201." Been trying for the past few hours but can't get it to work. Additionally, I tried donwloading .NET through Visual Studio Installer which didn't work either. Anytime I try to download anything on VS Installer, I get "The Windows Installer Service is unavailable. Please restart your system and try again." A few restarts later and still nothing. Also, this is a new pc I'm on. Any insight is much apreciated!

    For free space, I have 1.70TB. Here is my download path, "C:\Users(my account)\Downloads."

    How much free space is there on C drive?

    The Temp folder is on a drive that is full or is

    inaccessible. Free up space on the drive or verify that you

    have write permission on the Temp folder.
