A problem occurs when using Notepad

I solved it. To put it simply, I need to go to the official website to download Microsoft.VCLibs.140.00.UWPDesktop_14.0. The downloaded version may be different, but it doesn't matter. You can install other versions with administrative privileges and power shell instructions. Finally, the problem is solved by renaming the folder.
