    Does the same error occur when you run the following command (from admin Command Prompt) manually?

    "%ProgramFiles%\Windows Defender\MpCmdRun.exe" -ValidateMapsConnection

    Anyway, see if resetting the Windows Firewall helps. From admin Command Prompt, run:

    netsh advfirewall reset export "c:\advfirewallpolicy.wfw" Or try changing the DNS server or a different internet connection if possible.

    I didn't try to install a piece of software. I found this issue because when I run code with pycharm, turning on cloud protection makes the import library operation very very slow, and I guess it's a cloud protection connection timeout issue. When I turn off cloud protection, or when I turn off the network, the code works fine.
