Windows Update error with servicing stack updates - Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x8007000d)

I have gotten error with servicing stack security updates since August 2023. Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x8007000d) I have tried every suggestion I've found including clear update cache/windows update folder, reboot with just windows services, troubleshooter, scan disc/DISM, etc, even doing a clean W10 install. NOTHING worked and now stuck getting my programs and settings back after an install. Any suggestions after clean install? Thought that was the last resort. Could I be missing some windows driver, but wouldn't that have come back with the clean install of Windows 10? I installed from an ISO not a local install.

    Thank you but my computer did install the update then went to boot and auto system repair and now it won't boot so I'll be looking for a new computer. If I knew how to delete this whole post I would. (First posting time here).
