Adding network printer hangs

I have a konica minolta c250i installed and shared on a windows 2016 server.

For some reason when windows clients (10) double click the shared printer, the add printer dialogue timer appears and never ends until it is cancelled manually. If I then restart the print spooler on the server, and add the printer in the same way it adds it fine. This happens on all clients and I can't see any errors in the logs, is there a specific place I can look.

I have tried changing the driver from the designated model to the konica universal driver but the behaviour is the same.

This does not happen with any of the other shared printers HP's and a Konica C458.

Has this happened to anyone else?
