Windows 11 Proxy settings http:// cannot be removed

I have a Windows 11 Laptop. The company needs to use Proxy settings in the company. For some unbeknown reason the proxy settings in Internet Options showing http://192.168.1.250 and in the New Windows 11 Control Panel it only shows 192.168.1.250 without http://. Which prevent communication to the internet through the proxy server.

Even if I manually remove the http://, it gets automatically put back.

I have tried removing all setting in the registry to do with the proxy.

I have tried to put in place these registry settings below. Still (http://) cannot be removed.

"ProxyEnable"=dword:00000001

The laptop has AVAST installed, I've even uninstalled it, which didn't help
