Have you looked at your Libraries and if opera is there right click on it and select Pin to Quick Access. See example image below where I did a right click on Downloads. Try a right click on any icons that you say are missing.

my windows 11 doesn't show some icons on my quick acces bar. for example opera gx.

When I talk about Quick Access I am talking about when I open File Explorer>Home>Quick Access.
