Every time I turn ON my Laptop, an error pops up. Because of this error Windows Security, not opening, and Windows Defender is turned OFF, I tried to turn it ON but it also shows the misconception that it cannot turn ON. I hope you did understand my explanation.

Your system is infected by the Run.vbs virus and Defender services would have been wiped out already.

From admin Command Prompt, run these four commands:

    del "%LocalAppData%\Updates\Run.vbs"

    schtasks /delete /tn "\Window Update"

    (Press Y to confirm)

    schtasks /delete /tn "\Windows Service Task"

    (Press Y to confirm)

    rd /s /q "%LocalAppData%\Updates"

Pls post a screenshot of the output window.

You need to run those commands from admin Command Prompt (NOT PowerShell).

And that will remove the rogue tasks/virus files.

Further, to fix Defender, reinstall Windows. How to perform an In-place Upgrade with Windows 10 Step-by-Step Guide - Microsoft Community: https://answers.microsoft.com/en-us/windows/forum/all/how-to-perform-an-in-place-upgrade-with-windows-10/7f0b236e-3c6c-4913-9691-c4baa2a6190a

Post back after reinstalling Windows. There is an additional step to activate Defender.

I know if I reinstall Windows it will be fixed but I don't want to do that I guess I have no choice.

Thank you for your time, I will msg you again when it is installed.

Without removing the Run.vbs virus, reinstalling would have been a futile exercise. That's why those four commands had to be run first.
