Help with loading problems

I'm on windows 10, and when I open on internet explorer and try to load somthing on the web it searches then resets, also same with setting when i open settings or file explorer I click on somthing to navigate through and it loads me to the previous tab, happen on all browser too, so I'm kinda stuck in a loop kinda I go to navigate on a browser to let's say YouTube and it loads then resets to the starting search as if it wasn't even looking for somthing, same with file explorer I can open it but when I click let's say desk top it'll load back to quick access, however I can navigate if I open in new tab when right clicked but that's still weird.. so I can't do anything I also factory reset and it's still happening idk what to do and it basically makes it so I can't access web or anything

    Idk why bet when I started to abuse the flaws in this weird thing that's happening it slowly went away.. and now it seems like it's not their, like from constantly choosing a 0laylist to listen to then make it my inactive tab and let it play it like fixes itself from just running, which is weird...

    If the In-place upgrade did not work, you may need to consider performing a Reset this PC with Keep my files option.

    So I found somthint out, it seems like my active window (the one I'm using) tries not to update like when I let's say have YouTube on Google and I watch a playlist it'll play the 1st video then go to load but only load the 1st video cuz it won't update. But let's say im looking in settings and have it run in the back. It'll then update and play the next video after it finishes the 1st video.. but let's say I click on Google again it'll reload back the the very 1st address meaning it'll go back to that 1st video, becuase I can only get to YouTube by left clicking on bookmarks and opening in new tab, then doing the same when clicking on the playlist
