When you boot from that USB, it should do some initial loading of files, then your should be taken to a window, asking what you want to do, do you get that window?

Power was cut off to my brothers pc while he was playing games. When trying to restart the pc its giving him an error code. I tried to restart the pc in safe mode (as explained in the trouble shoot guide) it either just goes to a black screen or takes me back to recovery options. Dont have much pc experience but im sure this isnt right. Please help.

Ok so i went out and bought a usb, downloaded the files for another pc, insert the usb to the pc and tried to start it up. It takes me to a set up screen but its not letting me use anything from the usb. Is there a specific file i need to be looking for?

Okay, then you need to go to another working PC to download and create a bootable Windows 10 USB, then boot this PC form that drive and instead of re-installing Windows 10, choose 'Repair this Computer' that will give you access to the Recovery Environment from the USB, which will hopefully work for you . . .

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool
