Windows Cpu Problem

so basically when i run a game and play on it for like 10-20 mins the cpu speed jumps from 1.50Ghz to 0.70-0.80Ghz  and that became a problem because when the cpu speed gets lower i can not play games also the system gets very slow and i need a solution for this

my pc: windows 10 pro 64bit (10.0,build 18363)

HP

HP255 G6 Notebook PC

CPU:AMD E2-9000E RADEON R2 COMPUTE CORES 2C+2G (CPUs) ¬1.5Ghz

Thanks in this case the last thing we can do is a reset, however this process will delete all apps on your PC, if you are okay with that, follow the steps below:

Warning: Apps you installed from websites and DVDs will be removed. Apps that came with your PC and apps you installed from Microsoft Store will be reinstalled. Windows puts a list of removed apps on your desktop after refreshing your PC.

To refresh your PC

Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.

(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, click Settings, and then click Change PC settings.)

Tap or click Update and recovery, and then tap or click Recovery.

Under Refresh your PC without affecting your files, tap or click Get started.

Follow the instructions on the screen.

i updated My PC the problem is still not fixed,

and this time when i close the game it returns to 1.99Ghz speed

all games same

what shall i do now
