I found global c states and it had 3 options; enabled, disabled and auto.

    I’ll look through the book

Check your motherboard manual please about C-states - these are CPU power saving modes.

    Hi Joshua,

My name is Igor, I'm Independent Advisor. I have 12 Microsoft MVP awards. It's a pleasure for me to help others and I'll do all my best to help you.

Are you talking about Kernel-Power 41 (63) error? Unfortunately this is hardware issue.

    See some details at https://docs.microsoft.com/en-us/windows/client...

Try to turn off all CPU power saving modes in BIOS (different C states) to check if the problem is in motherboard. Check for updated BIOS.
