Windows keeps adding the languages to the language panel

The operating system constantly adds excessive languages to the lang panel, even though there are no new languages in the corresponding Settings tab. I own a laptop that has a German keyboard layout, and by default, there was the German language set in the system. I've changed that in a regular way - added English and removed German through Settings, and changed the system language. Nonetheless, Windows did not remove a German lang from the panel, and, what is more unpleasant, constantly adds variations to my usual set of languages. For example, opening the laptop in the morning, I may discover that there are 2 different English layouts - International and the United Kingdom, 2 Russian layouts - regular and Typewriter, a single Ukrainian and 2 German ones - regular and "United Kingdom"(never ever found it in settings tho).
I've searched for the solutions, and both changes to the registry and manipulations with assigning a chosen lang to all user profiles made no difference. Actually, the only workaround for that thing is to add the excessive langs in Settings, then instantly delete them. Still, that is only a temporal solution, as the system may sporadically add them back in an hour, after the reboot, or after several reboots.

Currently, I have fixed this bug, and cannot take all the relevant screenshots. But a single problem is still there - the German language keeps being present, although it was removed from the Settings tab long ago.

    1. If nothing else works you can always reinstall Windows in the desired language, doing a Clean Install that wipes all partitions off the drive first so that nothing can resurface.     Create bootable media following the steps under Create Installation Media, clicking to read the link "Before you Start" at https://www.microsoft.com/de-de/software-downlo....

    Make sure during the booted install to unplug all other drives, boot the media as a UEFI Device, choose Custom Install, delete all partitions down to Unallocated Space to get it cleanest, choose the Unallocated Space, click Next to auto-create and -format the needed partitions and begin install - this makes it foolproof.

    After install expedite all Windows Updates including Optional until no more are offered. Then import any drivers from the PC maker's Support Downloads web page for your model that are newer, or branded instead of generic. The most basic thing we need to learn to maintain a PC is how to keep the latest manufacturer's drivers current. Windows drivers are rarely enough.
    Report back results for each step so I know what else to suggest.

    Thank you for your advice, Greg! I've tried to proceed through PowerShell commands but seems the system is telling lies to me again. It does not detect the German lang at all, showing only English, Ukrainian and Russian.

    A possibly important detail is that I was making some tricks to switch the system language. My Windows edition is Home Single Language, set up as German by default. Not a pleasant experience, as the last time I had to deal with German, was 4 years ago. To make it English, I manually downloaded and installed the English lang pack, then removed German.

    P.S. you don't have to set up the automatic site translation to German, it is more convenient for me to use English instead.

    German has the Language code 0407.

    Before deleting anything in the registry, make a backup.

    Windows Single Language edition does not include any other languages without first upgrading to Pro version.

    However there are reports that it does work, including here:

    But I wonder if the issues you have are due to the complications of changing language in Single Language Version which isn't really supposed to be possible?

    Hi,
    At first go to the language setting and change your languages list as you wish,
    To fix this issue go to Control Panel -> Region, go to Administrative Tab and open Copy Setting on Welcome screen and new user accounts section, Check Welcome screen and New user accounts and click OK !!!
