Upload SignableFile.bin failed during Hardware Dev Program Registration

I am trying to register for MS Windows Hardware Dev Program in order to submit my Windows 10 driver for certification.  I log in with Azure AD Global Administrator account to register.  I downloaded and sign SignableFile.bin using Signtools.exe without any issue.  However, when I tried to upload the signed SignableFile.bin, it failed with the error "We encountered a problem processing the file you uploaded. Please ensure the file you sign and upload is the same file you downloaded."  Can anyone help?

    Hi Rick,

    Thanks for the information. However, the issue that I have is not how to sign the driver correctly, but is the error during registration of Hardware Dev Program. The error is to upload SignableFile.bin file to Microsoft to complete the registration. The errror said, "We encountered a problem processing the file you uploaded. Please ensure the file you sign and upload is the same file you downloaded." Thanks.
