MS Authenticator doesn't transfer 2FA codes

I have two phones where I want to use 2FA codes on both phones and after installing the Authenticator on the second phone I used the Recovery option to add the same account but none of the 2FA codes moved to the 2nd phone. What am I doing wrong?
