Visual Basic Command Line Compiler Running at 83% cpu

Recently the Visual Basic Command Line Compiler is running at 83% cpu as you can see in the screenshot of task manager bellow.

If i end the task it will appear again and running at 83%, how i can solve this?

What is causing this? Is it the Windows 10?

    I found my self in the same problem so can you help me with it too before my computer dies
    it happed today and i keep stopping it in the task manger but it pops up again and it takes so much
    please help me fast
