I had this issue even after two instances of windows, i tried win10 and win11, so i thought to try ask here.
For now i installed fresh Windows 11, first start was without ethernet cable plugged in and i installed drivers from motherboard site without chipset drivers (ethernet and audio) which i downloaded from AMD site. Also gpu drivers i've downloaded from Nvidia site. Also my electric installation in house is old so i dont have grounding cable so i added one for my PC circuit.
I think it was some bad chipset drivers that were on my motherboard site, for now everything works just fine.
