One of our users shared a OneDrive file with another person in the organization, but that person cannot access it and gets a 'no permission' error. What should we do to resolve this?

User A in same org share file or folder from OneDrive to User B and User C, User B can't access error not permission but User C can access done.

  • Would you mind sharing me a screenshot about your issue?
  • Please confirm that all user use account created by organization to share and access file.
  • Is there anyone else face the issue apart from user B?
  • User B cannot access to all files shared from User A, so how about does it happen when User C or someone else share file to user B?
  • And if User B share files/folders, does issue appear?

Regarding your description, I would like to give you some tips that you can consider:

  • Verify again that the sharing was set up correctly
    • I would like to attach the article about sharing in OneDrive for your reference Share OneDrive files and folders
    • The sharer should open OneDrive in a web browser, right-click the file, and select Manage access. Check the Direct access section to confirm the recipient's email or name is listed with "Can view" or "Can edit" permissions.
    • If not, the share might not have been applied properly. In the Links giving access section, review any shared links.
    • Ensure the link is set to "People in [your organization]" or "Specific people" (and that the recipient is added). If it's set to "Anyone with the link," internal users might still face issues if org policies restrict it.
    • Resolution: Remove any incorrect links or permissions, then reshare the file directly with the recipient's organizational email. Select Share > People you specify, and grant view/edit
    • Test: Ask the recipient to try accessing again after 5-10 minutes (permissions can take time to propagate).
  • Check for File-Specific Restrictions
    • Ensure the file isn't in the sharer's Personal Vault (a locked folder in OneDrive) - items there can't be shared.
    • Resolution: Move the file to a regular OneDrive folder, then reshare it.
    • If the file is part of a large folder (over 50,000 items including subfolders), sharing might fail due to limits.
    • Resolution: Share individual files instead, or move excess items to another folder.
    • Check for unique permissions overload: If the file or its parent folder has more than 5,000 unique permissions (recommended limit), access can be denied.
    • Resolution: Simplify permissions by inheriting from the parent or reducing custom access rules in Manage
  • Review Organizational Settings and Limits
    • Contact IT to verify the permission of user - Microsoft 365 Admin Center > SharePoint Admin Center > Policies > Sharing
    • If permission is set, refer to remove user B out the organization then re-add
