Excel borders drop down is partially disabled - Why?

I can't find a setting for the life of me that would control this! All of a sudden, the borders drop down is mostly grayed out, with only a few options remaining.  I can still customize borders by right-clicking on a cell or range and choosing "Format Cells.."

Help!

    Hi Jonathan,

    Please provide us the information below for our investigation:

    1. The Office version. You can go to Excel > About Excel to check it. For example, 15.41.
    2. The OS version. Are you using 10.12.6 or High Sierra 10.13?
    3. When did the issue happen? Was there anything changed before that?
    4. Does the issue happen to all workbooks (even a new created one)?

    This problem is something new that has cropped up recently; it even affects Insider updates.

    Thank goodness I have found a workaround. If you notice in the screenshot the last entry "More Borders" thankfully you can add borders. It takes longer because you have to add each border type as need manually. It does allow the thickness of lines to be adjusted though.

    Hi Phillip,

    Thanks for the information that you are in the Insider version.

    Based on my test, the issue now only happens in the version 16.10 in the Insider Fast Version. It doesn't happen in 15.41 or 16.9. The result is the same in 10.12.6 or 10.13 high Sierra OS version.

    For this scenario, I would like to move the thread to the Insider Fast category for dedicated help.
