This worked to create a rule in Outlook on the web in a shared mailbox -
Open the mailbox using open other mailbox command. The mailbox will be in a separate tab in your browser. Create the rule.

I once was able to create rules for a shared mailbox and now I continue to receive an error message.
Whenever I try to create a rule for a shared mailbox, it will not allow me to select the folder where I want to move the email.
Whenever I click on the folder where I want to move the email, I receive the following error message,
"The operation failed. An object could not be found."

I am unsure which method was used to create the shared mailbox.
I tried using Outlook on the web and it still does not work.
As far as I know, you can't move folders between mailboxes in Outlook on the web (but I will double check.) You can create rules, but you need to make sure you are un the Settings for the shared mailbox. And you can only move mail within that mailbox.
