Email multiple Shared Contacts at the same time

All users are on the same tenant with the same domain under the same exchange online and azure online active directory.

My goal is to manage all the Contact Items (contact items is the name of a folder for contacts) from a single account and share these contact items with the rest of the users in the same tenant to use.

The main account structure is the following:
Contacts
-Address Book E (Contains three contact groups from its subfolders) (This is being shared with read only permissions)
-Police (Contains regular users)
-Fireman (Contains regular users)
-Sheriff office (Contains regular users)
-Address Book L (same structure as above)

The idea is that when contacts are modified in a subfolder (Firemen for instance), the only other step to be taken is update the contact group (Address Book E. Police Contact Group) and this change would be reflected to the rest of the users who we shared the contact item with (Address Book E). This works, users get the latest updates.

The only problem with the previous setup is that end users cannot send an email to multiple contact groups from Address Book E. They can only email one at the time.

The goal is for end users to get the latest updates and be able to email multiple shared contact groups at the same time. If there is a better way of accomplishing this I'm willing to change the structure we have implemented.

    As per your description, l understand that your goal is to manage all the contact Items from a single account and share these contact items with the rest of the users in the same tenant.     You mentioned that the only problem with the previous setup is that end users cannot send an email to multiple contact groups from Address Book E and they can only email one at the time. As far as l know, we can send email to multiple contact groups from address book:

    Based on my tests, we can type the name of contact group in the To field directly when create a new message. Outlook will show us potential matches from the address book. We can also click the To button to display the Select Names dialog. Type a few characters of the contact group name and click Go. Contact groups are shown in bold font. As shown in below screenshot, l can add three contact groups in the To field.
