Using Classic Outlook on Windows for personal email, calendar, and contact management

Before we proceed, I would require more information to assist you accurately.
- What is the type of the affected account? Is it a share mailbox or user mailbox? If you're using a shared mailbox, Focused Inbox will not work. This is by design.
2. May i know you outlook version.
In the meantime, note that if the focused is enable in your outlook, Outlook Decide Which Emails to Put in the Focused Inbox.
Several factors determine which messages display in the Outlook Focused Inbox. These include:
Emails that you need to act on right away are on the Focused tab, while the rest wait for you in Other. You’ll be informed about email flowing to “Other”, and you can switch between tabs at any time to take a quick look.
- Previous training from similar emails:****For example, if you move an email from a newsletter to the Focused Inbox, future messages from the same newsletter appear in the Focused Inbox automatically.
- People you have emailed in the past: If you send numerous messages to a client, messages from their email address automatically appear in the Focused Inbox.
- People in your Outlook Contacts: If you add an email address to your address book emails from these contacts appear in the Focused Inbox.
So, if you want to keep all your incoming emails go to focused as far as I know, there is currently no other way to force all the emails to go to Focused except by utilizing some programmatic functionality, such as The Focused Inbox REST API, which enables Microsoft 365 mailbox message classification and training to help users sort emails effectively. Since this REST API is beyond my expertise, I recommend that you express this concern in our Outlook Management - Microsoft Q&A an experienced member can provide a workaround there.
Also, there is way to move always some emails to focused or if you want all future messages from the sender to be delivered to the Focused tab.
You can choose Move to Focused if you want only the selected message moved. Choose Always Move to focused if you want all future messages from the sender to be delivered to the Focused tab. See Microsoft's official documentation to know more details: Focused Inbox for Outlook - Microsoft Support
Or you can use ALL/Unread display from your outlook.
