"Error while preparing to send sharing message" for Contacts in Microsoft 2019

I have a user who regularly shares his contacts folder with new sales reps so they can have the contacts of our clients and until recently, he has been able to share this folder with no issue. Now when he clicks on 'Share Contacts' in his copy of Outlook. he just gets a pop-up saying, "Error while preparing to send sharing message." I have already uninstalled and reinstalled his copy of Outlook, tried the automated repairs and still the error persists. I have seen a lot of people reporting this error message when they share their calendar invites but nothing for sharing contacts. Can someone please help me with this?
