Have the same issue, did a lot of research, as of now, there are no solutions.

How to live with this problem:

    • It looks like this is a bad "How to use" explanation...
    • Probably, the Team responsible for this UI/UX imagined that we would click the "select box" when trying to select an e-mail.
    • By clicking in the selection box you don't open the email, just select it.
    • You can get used to placing your click on this selection to avoid "Single Click Open"

This is the second time I give "New Outlook" a try and decide to back to old outlook due to the lack of basic features / settings. I recommend the same + give a feedback to Microsoft.

on my outlook, this is how i did it, click the VIEW tab, go over to layout and click on reading pane, then down to options, remove the tick where it says mark item as read when selection changes.

I used the following approach as workaround:

    1. Go to Settings >> Mail >> Layout >>
    2. Under the Reading pane options, select "At the bottom"
    3. Save and return back to email list window. Reading pane at the bottom half will appear.
    4. Drag the Reading Pane border marker (top-right) to reduce the size of the pane to minimum possible.
    5. Now the single click will not open any email. Whereas double click will open the email in new window.

I just found this issue too (now moved to using the web based mail only).

My conclusion so far until they fix it, instead of single click, right click and go direct to the options I was probably after anyway.

I single click because I want to delete/Mark Read something without reading, and found these options are immediately availavle in the right click menu

The only options I see in View-->Reading Pane are:

    • Show on the right
    • Show on the bottom
    • Hide

It's still dumb to tie the click to open an email to reading pane options anyway; some of us don't use the reading pane.

Furthermore, I don't know a single soul who uses a single click to open anything. Double Click = Open since before Windows even used a mouse & we were all using a Mac Plus or SE with the 8" black & white screen. Someone at Microsoft needs to get his or her **** together.
