I am unable to uPdate a AZ AD users email address

I have added a few users to my AZAD.
When I tried to add their external email, I go an error.
Some of them were already in AZAD before as invitations.
I have deleted them from the AZAD and cleared them from the deleted user's folder.
I have waited a few hours.
I am still unable to add the email

    Could you please try to update email address by using graph explorer as mentioned below:

    Open Graph Explorer and sign in with Global Administrator account.
