Can a windows profile data be recovered once disconnected azure ad joined device entering another local admin account ?

    If the Sync settings is "turned on" on Azure AD joined devices, then windows syncs the user settings and some of app data (example: browser data ) of signed in user by this way synchronized setting and app data get restored automatically when user Azure AD join across devices.

    coming back to your question:

    whenever user sign-in from Azure AD joined device, their profile would be created under "C:\Users" location with their name and users data stored in respective profile folder and if the device disconnected then users profile folder remain in same path so any local admin can access existing profile.

    if Sync setting not enabled and devices are disconnected from Azure AD then try accessing users profile folder under "C:\Users" location with local admin and see if you can recover data.

    when local admin access existing profile very first time, they may get permission pop-up to redeem access as shown below, they can proceed further to access data by click on "Continue".
