Scheduling and managing events using Outlook.com calendar
Except there's no "export" option on the web view or the Android client.
And I had been looking for a way to *keep* the calendar and tasks synchronized, not a single-time import.

I can find lots of *old* instructions on syncing/subscribing to an Outlook calendar (and Tasks, more importantly) from within Thunderbird.
But if I try with something like the Provider for Exchange ActiveSyncadd-in for Thunderbird (along with TBSync) it complains about OAuth2. I have OAuth2 working for my email, so now I need the same for Calendar.
Oh, and your "Platform" drop-down below is missing "Linux"

I use the same apps you referenced in your post. I just updated the configuration on two Linux systems inside the Thunderbird v115.x.x desktop app to restore real-time calendar sync between Thunderbird and Outlook Web App.
The developer of the add-on TBSync updated the extension's capability to include an option for Microsoft Office 365 that complies with Oauth2 security. Please note the current version of TBSync is 4.8.
If you already have both the Provider for Exchange Active Sync & TBSync add-ons installed in Thunderbird, you will have to delete and re-add your account to select the Microsoft Office 365 option, complete authentication, enable synchronization, select the resources to be synchronized, and click "Synchronize now".

According to your description, you want to sync/subscribe to Outlook calendar in Thunderbird, you can try my suggestions below, I hope my suggestions will help you.
Use the Lightning extension and CalDAV
First, you need to install the Lightning extension in Thunderbird. Lightning is a calendar extension that allows Thunderbird to manage calendars and tasks. Lightning can be found and installed in Thunderbird's add-on.
In Outlook, open the calendar you want to sync.
Choose File > Export Calendar.
In the save type, select the.ics format (iCal format).
