    To use this setting, get a subscription to Enterprise Mobility + Security and assign a license to yourself.

    Hello @frob ,

    When a user is added to Office 365, the user automatically becomes a member of Everyone except external users. By default, the "Everyone except external users" group is added to the Members group on the SharePoint Team Site. It is automatically assigned a permission level of Contribute. This means all users who are added to Office 365 can view, add, update, and delete items from lists and libraries.

    SharePoint Online does not support deleting specific users in the "Everyone except external users" group. This group is created by SharePoint Online system by default to contain SharePoint Online internal users. It is used for the scenario when sharing some SharePoint Online contents with all internal users instantly

    If you want exclude specific users to view/access SharePoint Online site, please following steps:

    1. You can remove "Everyone except external users" group from the Members group.
    2. Add the users you want to the Members group.

    It is not a cache issue. If you reply to my original question (instead of replying to any of the responses), then it will show me the "Accept Answer" button.
