The Word Team just got the feature re-enabled for Current Channel.
To check the feature is enabled click File, Options, Mail, Show text predictions while typing.

Why I don't have "Show text predictions while typing" check box Under Compose messages?
How can i activate "Predictive Text"?

I'm having the same issue but in NEW Outlook. I tried looking for the option but it doesn't even show where it's supposed to appear.
There is a bug open for New Outlook about this so it's being worked on. I see this feature in New Outlook on my account that has Targeted Release. Your M365 Tenant Admin could enable you for Targeted Release so I would ask them to do that. It's an organization setting that can be enabled per user or for everyone, Set up the Standard or Targeted release options - Microsoft 365 admin | Microsoft Learn. After they set it then it can be a day or so before the client picks that up. That is what I observed when I set it on my test tenant.

Here is how it looks on my new Outlook with Targeted Release. I also tested writing an email and confirm that it is making text suggestions as I type.
