I always receive the email. However senders receive this - which is the same as what goes into my junk every time an email is sent to me

I think my email has been hacked. Every time someone sends me and email it sends a failed to deliver email back to sender . I have also had emails from myself when I haven’t sent them . How do I rectify this I have already changed me password.

As we have not currently troubleshot what is causing this issue to occur. Please send yourself an email as a test (if you have multiple email accounts). If you are still being notified of the undeliverable email, please share the exact content of this email with me via a screenshot! Looking forward to hearing from you!

I cannot log into my account as the hackers have got in and changed my password on my account. They also hacked my phone. So the two factor authentication is of no use to me.
I need to report this, get my email account suspended to prevent them using it and close it down.
They are using my email account and phone number as part of identify theft and they are attempting to defraud me.
Who can assist me please as there is no telephone number to ring, i cannot gain access into my account and all the time the offenders are using my details
Is there anything else I can do as it’s still the same problem ?

According to your description, it seems that your account is like to open the auto-forward rule. (Please feel free to correct me if I misunderstand your question.)
If you haven't set up an auto-forward rule for your account, it's likely that a hacker has hacked into your account and set up an auto-forward rule to steal your information. Auto-forward rules that can automatically forward incoming emails to another destination.
Therefore, please visit Outlook.com and select Route Settings - > Mail >Forwarding to see if the forwarding feature is enabled. At the same time, you can also check whether there is a corresponding rule for forwarding emails to a specific address in the Settings->-Mail-> Rules. If so, disable the rule immediately.
If you suspect that your account has been hacked, please log in to the Microsoft Account website at account.microsoft.com, and on the Security page, click on “View My Login Activity” to check for any unauthorized access.
