A few things to try to resolve this error:
- Please check your network connectivity.
- Verify if the MDM server is reachable from another device in the same network.
- Verify that there aren't any forwarding rules or DNS routing that could be affecting this
- Make sure there aren't any Device Enrollment Restrictions. It can be set to "blocked" for iOS within Intune. Make sure the iOS devices are enabled.
