cannot access notebook cache file

After logging into one of my notebooks, I receive an error code 0xE00000D0 stating "Critical error: OneNote cannot access the notebook cache file for an unknown reason. Possible reasons might include a change in the file permissions or a serious disk error. OneNote will now exit. For further assistance contact technical support."

When logging into other notebooks the error does not occur. While trying to create a tag summary yesterday the program kept freezing so I closed it then left it alone. What is the issue?

I'd try renaming the OneNote cache file. You could delete it - but I think it's safer to rename it. OneNote will automatically recreate it for you.

    Tried all the above, along with rebooting, still getting the onenote cannot access the notebook cache file 0xe00001c5

    This worked for me, but it took well over an hour to rebuild the cache since it has over 7,000 files in it.  Not very long ago I had to deal with a sync error (below) that blew my entire day rebuilding multiple Notebooks from backups I took when the problem presented itself. 

    These sync / access issues are starting to pile up and it's killing me.  I have my entire brain and my life in OneNote so any disruptions or loss of information has a huge negative impact.  I'm trying to share a notebook inside my company and due to credential issues it's been unsuccessful so far.  People utilize multiple Microsoft services for SharePoint, Skype, Live, etc. and we can't find the proper account that allows OneNote desktop update access and still use their existing service - they can use the Web interface, but that is not nearly as functional or fast as the desktop version.

    For anyone reading this - be Extremely careful when using multiple Microsoft accounts for personal and professional purposes because OneNote / OneDrive absolutely does not like more than one account utilized on your client for accessing more than one notebook - e.g. a separate OneNote notebook for collaboration at work associated with a business OneDrive share and a private personal notebook for sharing with your family associated with Hotmail/Outlook/Live ID and its OneDrive share. 

    The sync error I received:

    "An error occurred while attempting to sync this section or notebook. (Error code: 0xE4020030)"
