Ideally Microsoft Office 2003 is not fully compatible on Windows 8; that said you should still be able to install it on Windows 8.
Before I proceed with the troubleshooting, I would require some more information.
Are you installing office 2003 using the installation disc or from downloaded file?
If it’s a disc, then create a flat and try installing the Office 2003 from the copied location. To do that, create a folder on your desktop and then copy over the contents of the Office 2003 installation disk to that folder. Once the files are copied over, double click on the setup.exe file within the folder to start the installation.
You may run the ‘Fix it’ available for 2003 from the following article to remove all installed Office Components and then try installing Office 2003.
