Table partitioning source control

Question

I was reading this doc (link) on how to go about source control when using table partitions in azure synapse. I am able to follow the article but it leaves a few important questions unanswered (at least they were not obvious to me from reading) like:
In step 2, we are asked to run a piece of code during deployment process, since deployment happens through a dacpac file where and how shall we run this code?
Also, this code will work for a non-empty table but in reality, we will already have data in some of the partitions how will it work in that case?
