Unable to open encrypted emails directly with Outlook

I am online using Microsoft account always on Outlook. I have an encrypted email to open, but I couldn't open it directly which is not supposed. Below is info I could give you.
- Try signing in web owa, able to view the encrypted email
- I have only one ost in Outlook and a few pst. I have no idea if I need a credential to open the encrypted email in pst
Please help, thanks.

To further identify the problem, please provide the following information:
- What's the version of your Outlook? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version.
- Is your account a Microsoft 365 account? And is this the only specific message that can't be opened? If so, is the encryption method of this email Microsoft 365 Message Encryption or S/MIME encryption? Or any others?
- If possible, please provide a screenshot of the error for our better research.(To avoid privacy disclosure, please hide your personal information)
