Even spacing time axis

I have data showing time in column A and a number at each time in column B

I want to chart it.  The times in column A are not evenly spaced but when I chart it they are evenly spaced.

That is the distance from 6:10 to 6:20 is the same as the distance from 6:20 to 7:00.

How can I get the time spaced according to the number of minutes between each time data point?

Excel has the concept of a date axis, but not of a time axis - they omitted to implement that.

The only chart type that can display times proportionally on the x-axis is the XY Scatter chart:
