    hi ronald,

for this issue, it’s recommended that we narrow down the issue together from the following sides:

    1. see if it’s just an issue with this button, please try navigating directly via the url: https://contoso.sharepoint.com/_layouts/15/sitemanager.aspx (note: replace the contoso.sharepoint.com with the affected site url)

    2. please still check whether it occurs to the specific site collection or all site collections.

    3. to check if it’s related to the corrupted lists in the site collection, please check the corrupted lists on each site:

    a. click the gear icon on the top right corner, then click site settings.

    b. under site administration, click site libraries and lists.

    c. click on each list, the corrupted list will throw an exception “list does not exist”.

    d. delete that list with sharepoint designer.

    e. try again to access content and structure.

    4. make sure the status of the site collection feature sharepoint server publishing infrastructure is activated, with the steps below:

     1)  click the gear icon on the upper right corner and select site settings.

     2)  click the site collection features in the site collection administration section.

     3)  check the status of the feature sharepoint server publishing infrastructure.

if it’s already activated, try to deactivate and then re-activate it.

we will move on with the test results above, and your patience will be appreciated.

    best regards,

    april
