I think you have to protect your sheet in order to achieve what you want...
If you want to allow your user to edit cell contents, select the cells --> Format Cells --> Protection --> Uncheck "Locked".

How could I lock all the shapes & pictures on an excel worksheet(s) so that user can't edit/delete them?
Note : Excel sheet must be unprotected in all respect so that the user can work on that sheet freely.

Thanks for the prompt reply.
But the problem is, when I do this, many option are locked. For example : user can insert graphs, pivot charts, can access track dependents etc.
I want all features to be enabled expect edit/delete of shapes/pictures.

I did same thing but the problem is, if I do this, then I could not insert chart, pivot table etc.
If you want to add shapes but don't want to edit, then it can't happen as both are conflicting. You will have to unprotect and then add and protect the sheet again.
Some VBA code may work but I am not very sure what will be that.
