You can follow the workaround in this article to remove identities and credentials, and then sign into Office applications on the Surface with your work/school account to check the outcome.
Moreover, please add that SharePoint Online site as trusted site on Surface referring to Add your SharePoint Online sites to trusted sites section in
this KB article.
If the issue persists, to better understand the situation, I’d like to confirm the following things:
- For "having this issue on his surface, he can open files on the desktop without issue", do you mean that you sign into Office portal with your work/school account on that user's Surface, but the Office applications on it is signed in with his work/school
account or only that user himself encountered this issue on Surface? When we open a file from SharePoint Online, we need to sign in the Office applications with the same account for signing into the SharePoint Online.
- Do you encounter this issue with both local files and the cloud files (files in SharePoint Online) or only with the cloud files? If you change to another computer to open the same files, will the issue occur?
- The related screenshots for this issue (Open files with Surface and capture the screenshots for the error message or pop-up). We appreciate it if you can provide us with the screenshots of the detailed steps.
- Are you the internal user or external user for this site?
- What is the edition of the Office applications on this surface? Is it Office 365 ProPlus 2013 or other Office edition? (Open one of the Office applications>File>Account>capture a picture under Product Information)
- Your work/school account and the URL which you want to open files from SharePoint Online.
