Survey response count is wrong

I created a survey list, entered test responses and then deleted them all. Checked to make sure the list was empty. When the survey went live, the count showing at overview.aspx under "Number of Responses:" doesn't match the actual number or responses shown in "all responses". It was originally 2 off but is now 4 off.

Is this is a known bug or just another example of 365's poor quality?

    please see my test results in the following screenshots. i tested with three accounts: my own – incomplete, test user1 – incomplete, test user2 – complete.

    so, we can see the function works on my side. to investigate the issue on your side, please check whether users have the right permission to edit their responses.

    go to settings -> survey settings -> advanced settings -> item-level permissions.

    Then as I suspected. it doesn't work. I submitted test entries as a site owner and as 2 regular test users. No matter which id I use, I see the same completed responses in "all responses"  and none of the missing "incompletes". So regular users do NOT have access to complete unfinished surveys. In fact, no one does - they can't be completed or deleted by anyone. It's another poorly made and  inadequately tested feature in O365.

    Please try it for yourself so we can confirm it's broken and try to get it fixed.

    Hi Mchv2.0,

    As I mentioned above, users can view their own incomplete surveys in All Responses page. Click their own responses, and they will be able to select to Edit Response. Then they can complete their previous responses.

    That must be it. It's odd that there's no admin visibility on incomplete surveys. And there's no explanation of that to users. How would they know they could complete the survey later and if they did know, how do they access their incomplete survey? I submitted several test entries and probably didn't complete them, yet I can't access those entries. If this is "by design", there must be a way to complete the entries. How's that done?

    Hi Mchv2.0,

    Is there any Page Separator (inserts a page break into your survey) in your survey?

    If yes, when users respond to this survey, they choose to save and close it on the half way but not finish, the number of responses will grow. However, the incomplete surveys will not show in the all responses page. Users will only be able to see their own incomplete survey and the complete surveys from others.
