Cannot locate "Site Content and Structure"

I've seen forum answers to this but my UI doesn't match. Previous answers say to enable the Publishing Infrastructure feature by first finding the "Site Collection Features" group under Site Settings. But my UI shows no "Site Collection Features" group. Under Site Settings, I see only these: Users and Permissions, Web Designer Galleries, Site Administration, Look and Feel, Site Actions, Search. I looked under Site Actions, but it has nothing about Publishing. I need to be able to copy (not move) folders with their contents from one sub-site to another, under my main site. (This will actually happen frequently, as users will copy pre-made folders that contain template files into project folders.)

    Hi Paul,

    Thanks for the updates. From your description, I find that you are not using an O365 multi-tenant environment. Considering the information in this forum will only benefit customers on an O365 multi-tenant production environment, we suggest you raise this question via an internal channel.

    Hi Spike -- Thanks for checking on this!

    I followed your advice and pieced together the URL as you suggested. This gave me the following URL (of course I used the real team name instead of <team_name>):

    https://microsoft.sharepoint.com/teams/<team_name>/_layouts/15/ManageFeatures.aspx?Scope=Site

    When I tried to go there, it displayed the box that states "Sorry, you don't have access to this page." So I typed my reason for needing access and clicked "Request Access." A couple of hours later, someone granted me access, but it was to the root site:

    https://microsoft.sharepoint.com/teams/<team_name>/_layouts/15/start.aspx#/

    This did not help, because I already have access to it. I still need access to the site collection features page:

    https://microsoft.sharepoint.com/teams/<team_name>/_layouts/15/ManageFeatures.aspx?Scope=Site

    In email, I requested access specifically to this site, but I'm still waiting for a response about that. I suspect that the SharePoint administrators in this department might not know how to grant access to this special page as opposed to the general, root page. I hope they can figure out how to do that. ****

    thank you much spike! i will upload the screenshot now (see below). i took this screenshot at the root site.

    i will contact the global admin to have my account added to site collection administrators, as you suggested. i'll check back to let you know how it worked. i appreciate your help.

    Hi Paul,

    Could you provide the following information to clarify the situation?

    1. A screenshot of the Site Settings page.

    To upload screenshots, please click Use rich Formatting in this thread and select the Insert/Edit Media icon.

    1. Dose the issue occur to the root site or the subsite? The site collection features setting is only available in the root site.
    2. Contact your Office 365 global admin to set your account Site Collection Administration to check if it works.

    To do it, go to SharePoint admin center > choose the affected site collection > Owners in ribbon > Manage Administrators > add your account to Site Collection Administrators.

    1. Access the Site Collection Features via the URL directly, like

    https://contoso.sharepoint.com/_layouts/15/ManageFeatures.aspx?Scope=Site

    Note: Please change the contonso.sharepoint.com to your site collection’s URL.

    If there is an error message, capture a screenshot for your reference.
